Why did some people want all states to have the same number of votes in the federal legislature? What did they fear?

Because they believed that this system did not represent the voters justly. For example, 50,000 people have represented for one state, but another state would have one delegate for 300,000 people. They thought that the larger state should have had 6 agents, representatives or the delegates so that every 50,000 people have equal representation. But contrary, the smaller states considered they would have had less authority or the power in a federal government if they only had one delegate. So this is the reason that the Senate was organized so that every state would have equal representation despite population.

The people of large states thought that they should have more delegations in the Congress, while small states desired the equal number of representation with the larger ones. Each of the states would be fairly represented in the Senate, with the two delegates, while commission or organization in the House of Representatives would be based upon population.

People believe in the equality of votes and feared that the states which have more population will have more say in the house and most of the legislations of that state will be in the priority list. The states will then develop more easily and efficiently. This will result in improper and unbalanced development of all the states. People believe that the states which have more population will get the legislation towards their side. The states which have more voters will have more powers. It is based on the natural process that is known as one man will have one vote. The best solution could be that both the chambers of the house should balance the needs of the smaller and the larger states. There must be a compromise between the two houses so that the need for the division, equality of power is maintained in the government. The amendment in the U.S.A. Constitution is approved by three-fourths states. In other words, 38 states out of 50 states must ratify it. It is mentioned in Article V of the U.S. Constitution. The amendments are introduced in either house by a two-thirds vote. The state either reject the proposal rectify it. Equal weight. Most of the amendments are proposed after 1917. Article V shields three clauses in article 1. The three Clauses are related to the importation of slaves, apportionment of direct taxes. Scholars disagreed about shielding clauses. There are 33 amendments in the USA Constitution and has been sent to states for ratification. The amendments which are ratified includes 27 amendments. Ten amendments were adopted and ratified collectively that are known as the Bill of Rights. But six amendments are not ratified by the states. In article V two methods of amendment are provided. The first method includes the two-thirds majority of the members think it as necessary. The second method is applied when the two-third majority of the state legislature think it as necessary.
