Why did foreign powers treat the US government under the Articles of Confederation with scorn?

Answer and Explanation: Articles of Confederation was the very first written constitution of USA. This constitution was not seen with much validity on international stage. This constitution was fundamentally weak and no foreign power would take United States seriously. There were two reasons for this, primary reason was that during Revolutionary war United States borrowed a lot of money and was under enormous debts and was unable to pay that because no money was being generated. Other countries were unwilling to trade with USA because of the fear of losing their money and thus, USA could not generate enough money to pay debts and to regulate state affairs. Secondary reason was that USA's foreign policy was very fragile at that time, USA, a newly developed state, was not trusted by other states and no friendly ties were initiated by others instead USA was under threat of Britain's aggression. These were some of the reasons of why the foreign powers treated Articles of confederation with scorn.

The Treaty of Nanking was a peace treaty signed on August 29, 1842 between the British Empire and the Qing Dynasty that marked the end of the First Opium War.

After the defeat of China in the war, the representatives of the British Empire and the China of Qing negotiated the terms of the treaty aboard the British warship HMS Cornwallis, in waters of Nanking. On August 29, 1842, the British representative Sir Henry Pottinger and the representatives of Qing, Qiying, Ilibu and Niujian, signed the treaty which consisted of thirteen articles that were ratified by both Queen Victoria and Emperor Daoguang ten months later.

Explanation: This was only a few years after the Revolutionary War. The country had war debts they had to pay back and if they didn't have money from taxes to pay then they couldn't pay their debts. However, this is a bit ironic since one of the reasons the fought for independence from Great Britain was because they thought taxes violated their right as citizens and now the US government wanted to tax them.
