Locke believed that it was necessary for the people to dissolve their government whenever it became tyrannical; for instance if a small group of elite people were making decisions without the consent of the electorate. This was highly influential to Jefferson and the Founders prior to the American Revolution.

They do not have the power to pardon but they do help inmates a lot in terms of reintegration and finding employment when they get out.

To be fair they contribute to inmates behaving better so they could, in theory, make an inmate be released early and also rehabilitate convicts but reintegration and helping convicts find employment is the primary function.
