The primary issue that created tension between FDR and southern democrats was that many of FDR's policies were spending tax money on poor black people, which many racist people in the South opposed.

Civil Rights of the African American people. FDR was for the equality of rights of all American people regardless of race. Whereas, Southern Democrats hold themselves in higher esteem and are racially discriminating towards the African American people.
