The answer is, option A. True. A noun clause does not function as a modifier. A noun clause cannot function as a modifier because unlike adjectives and adverbs, this clause cannot be independent by itself and they can only function within a main sentence.

CORONA VIRUS: IMPORTANCE OF OUR HEALTH ARE FACILITIES

Dear Sir,

The corona virus caught us unawares to a large extent. Many of us did not know what to do to prevent it, even though we got guidelines on the mass media, the hospitals were largely uninformed about some important information about the virus early on which caused quite a number of avoidable deaths. Our health care workers have worked valiantly to curb this menace that has come upon not just our society but the whole world but at a time, even they were overwhelmed.

The importance of our healthcare facilities cannot be overemphasised so in the wake of recent happenings, I do hope you will include more editorials in the paper about steps to make sure we don't have such number of tragedies from any other outbreak in the future.
