The inequality will be:

6.50x+5\leq 35\\Subtracting\ 5\ from\ both\ sides\\6.50x+5-5\leq 35-5\\6.50x\leq 30\\Dividing\ both\ sides\ by\ 6.50\\\frac{6.50x}{6.50}\leq \frac{30}{6.5}\\x\leq 4.6

This means that the student can only bur four books and one poster because if he will buy more, the total cost will be more than 30

So,

Only 4 books can be bought in the given scenario
