So for example, the 35% that want to start school early have an interval estimate of 31%-39%, the 20 percent that like things as they are have an interval estimate of 16%-24% and so on.

For the second part, since there is a +- 4% margin of error, it is possible that the majority (39% that want to start later) can go down by 4% and the 35% that wanted to start earlier can go up by 4%. Therefore, taking into consideration margin or error, the people that want to get out of school earlier could be the majority and win.
