A militia is a group of citizens that come to together to create there own 'military' group against others.
Britain exercised a lenient policy of control over the colonies since there was little energy and time was available to interfere with the affairs of the colonies as the English were too busy dealing with the problems that were in Europe.
Civilians. It wouldn't apply to American Soldiers since they are the ones being paid for. It wouldn't apply to the Germans either, since they aren't paying for the enemy to fight them.
