He was being charged with: "high crimes and misdemeanors, primarily related to the Watergate scandal. " Watergate is a complex of buildings. 5 men were caught braking into the democratic national committee headquarters. Nixon lied about having any involvement and it was later proven that his administration was involved. He also tried to withhold tapes from the investigative committee. He wasn't actually impeached but most people thought he would be. He resigned instead.

A Good public policy must guard the interests of the civilians and it addresses the whole population as such. It involves three important steps while formulating the public policy. firstly, agenda setting, option-formulation and implementation.

The final course of action will be decided by the government after a long deliberation on it and carefully implementing it in the society. Initially, the government officials meet and discuss the social problem, alternative solutions are considered in the second stage and final decisions are made regarding the policy. After which implementation of the policy takes place.
