a) The establishment of assemblies

b) The abandonment of past customs

d) A search for knowledge to strengthen imperial rule

The 1868 Charter Oath was a short and public document consisting of five articles. It was enacted by the emperor Meiji after the overthrow of the Tokugawa shogunate, and it started the so-called Modernization of the Meiji government.

Article 1 established deliberative assemblies on an extensive scale, and that all governmental matters shall be determined by public discussion (Option a).

Article 4 stated that “Evil customs of the past shall be discontinued, and new customs shall be based on the just laws of nature.” (Option b).

And article 5 established a search for knowledge to strengthen imperial rule (Option d).
