 on one hand  i dont think one is higher than the other but they have diffrent part to do in making an law or fixing them. but on the other hand i think supreme court is really diffrent from banches of goverment one has to punish and the other has to make laws.

The protocol went into effect in 2004, but evidence shows it has been unable to curb the emission of CO2.

In 2013 there was another attempt, but this time neither Russia nor the US ratified it.
