The reason the answer shall be three is because if you look at both polygons and then look at their angles you should come to notice that the angle coordinates for the polygon that has been used for dilation multiplied by 3 would be congruent to the dilated shape, so in short look at lets say... the top right angle of both polygons, look at both of them and multiply the shape that has not been dilated and multiply that top right angle by whatever equals the dilated shapes angle value, for example (3,3)x3 = (9,9), thus the answer would be that the dilation is equal to 3.
