The goals of British leaders are far way different from colonists because American colonist are quite notorious in evading such British regulations and too rebellious by having traded with the French; they even boycotting by not buying British goods. While British leaders are just a law-abiding citizen just like they need to be sure that all rules regarding regulating imperial trade must have been on the books for the generation.
