Average kids with poor nutrition has 130 kids.

130/1000.  Divide 1000 by 10 to get 100.  Since you divided the denominator, 1000, by 10, you need to do the same for the numerator, which is 130.  130 divided by 10 is 13, so it's 13%.

Above average kids with poor nutrition has 30 kids.

30/1000.  Divide 1000 by 10 to get 100.  Since you divided the denominator, 1000, by 10, you need to do the same for the numerator, which is 30.  30 divided by 10 is 3, so it's 3%.
