A bill has to pass through both houses of Congress to make it to the president because the Framers of the Constitution wanted  to make sure that it was hard for the government to oppress us and hard for it to make bad laws on a whim.

The Constitution fixed the weaknesses by allowing the central government certain powers/rights. Congress now has the right to levy taxes. Congress has the ability to regulate trade between states and other countries.
