Difference between Wade-Davis Bill and the Ten Percent Plan?

The Ten Percent plan stated that a southern state could rejoin the union only if 50% of its voters swore an oath of allegiance to the United States!

The Wade-Davis Bill countered The Ten Percent Plan, which means that it does the complete opposite of the Ten Percent Plan.

In my opinion i think we need an amendment setting term limits on members of congress. This would help protect against corrupt politicians from staying in power for several decades and making as much money as they do. I do not believe this would require much funding if any because it would simply put a cap on how long someone can hold a seat in congress. The exact term limits i have not thought of yet, but limits in general would help protect against corruption within congress.
