The correct answer is B) signing the Mayflower Compact.

The House of Burgesses represented the first step toward self-government in the Americas. The action that represented the second was the signing the Mayflower Compact.

The House of Burgesses of the Virginia colony was the first legislative assembly in the American colonies and was created on July 30, 1619.  The Mayflower Compact was the document of self-government that the Pilgrims and other people signed while they were traveling in the Mayflower ship to the Americas in 1620.
