The event brought about the adoption of the 25th amendment is that President John F. Kennedy was assassinated and was succeeded by  Vice President Johnson, who had heart problems himself.
The 25th Amendment to the U.S Constitution compromise in succession to the Presidency and establishes procedures both for filling a vacancy in the office of the Vice President as well as responding to Presidential disabilities.

Although the USA played a major role in establishing the international league, it withdrew from joining the league. The main reason for this action was the outrage of American society, they did not want American resources and young lives were wasted on looking at the world and fighting a war in countries they had never cared for. This left France and Britain as the only ones capable of working in the league and also had no interest in working for the international league goal, which led to its collapse.
