It can not be Personification because there is no placement to a human characteristic in those lines. It also can not be Allusion because there is no use of a reference or quotation to a fact or person.
Thus, the lines present the figure of language called Paradox. The paradox, also known as oxymoron, is a figure of speech that "fuses" opposing concepts into a single statement. I don't see why OSHA, the people dealing with work safety, would care about a conversation had along those lines....and citing a conversation as day-job experience just doesn't make sense to me.
