Settling conflicts which were associated with the settlement of western lands was counted among the few major successes of the United States government under Articles of Confederation.

Further Explanation:

These articles of the agreement were within the 13 States of USA which were part of the first constitution. This article was approved by the then government after much debate and consideration in 1777 and then for ratification it was sent to states. . Once all 13 states gave their approval in regards to The Articles of Confederation, it was implemented and it came into force 1781.  

The main idea behind Article of Confederation was that the states will keep sovereignty over the governmental functions other than issues related to foreign policies, commercial agreements, Relations in regards to diplomacy with other countries and decisions related to War and Peace. Settling such conflicts with which settlement of western lands was associated and was counted among the few major successes of the US government under Articles of Confederation.  

This article clearly showed that there was distrust among the people of United States of America in regards to a strong government within the country which takes all the actions and makes all the laws in respect to the welfare of the country. People wanted that the respected state to which they represent to should be the final authority to take decisions in respect to laws or rules of the state they live in. When the Article of Confederation was given to the states for ratification, The first state to approve of Ratification was Virginia.
