Lincoln was referring to the two political parties that were in power at the time of his presidency.  Lincoln made it clear that while it was the fault of the south to secede from the union, the north was accepting that war was inevitable because they would not allow the states to secede.  Lincoln showed commitment to war because he was obligated to keep the union intact.

The author of this article disagrees with what Bramhal's art seems to convey. The image shows someone unable to "rise up against the soda ban" because they have become to large to stand up. The point of this image is to show exactly why the ban is necessary. The author of the article thinks that the ban is unnecessary and will just end up tuning people out to the cause. They think that Bloomberg should just focus his efforts on the ad campaigns that promote healthy lifestyles instead.
