The Vice president of the United States presides over the Senate or the Upper chamber of Congress.  However, he is not allowed to vote in the sessions. The only time he can cast its vote is when he needs to break a tie. If for any reason the vice president of the United States can preside over a session, the one in charge of the Senate is the president pro tempore.
