It’s an expression of moralism
Because of the Spanish American War (1898) the Philippines-American War (1899 - 1903), Hawaii became a strategic position for the ships sailing from the U.S. to the Philippines and on the way back as waypoint where ships could re-supply or make repairs. Even the still highly naval base of Pearl Harbor was established around this time, in 1899.

8. Some African states participated in slave trading to gain wealth and power.
