Reliability and consistency could be an option but again, the wind and sun are always present. This leaves you with limited transmission capacity to deliver the energy to the consumer which seems like the most probable barrier due to the fact that the entire energy sector would have to be rethought and machinery would have to be bought. Renewable energy technology is also very new and expensive which naturally makes it limited.
