I want to say its D.

I'm not 100% sure, A is true, but may not be correct answer for this question. B for sure is incorrect because they did build roads. And C is incorrect because they did not let them go for free. So I would either guess A, or D.

After so many years of revolution guillotine, terror, persecution, and pain, French people were divided and in a place of distrust, waiting for some solid leader or ruler to be in command. The creation of the Directory was not solid enough to heal the wounds after so much turmoil. By keeping Jacobists and Royalists out of power, the Directory tried to create a moment of peace in France.

The middle class calmed down a bit by knowing that the monarchy had disappeared, the clergy had lost its power, the feudal system was done, the tax system changed to favor taxation according to one person's income.  

Although Napoleon took the power and crowned himself, the ideals of justice, liberty, and equality persisted for a while, giving the French people hope.
