Texture refers to the surface quality of an art piece. Texture could be physical or visual and can be found and felt in objects around us. Physical texture is normally felt on solid surfaces while visual texture produces an illusory effect on the observer.

A photograph is an example of visual texture. You can see things in the picture that have textures, but you can't physically feel them. My cat has rough texture. I can see the fur on my cat and I can physically touch it and feel the softness of it. The carpet on my floor has rough texture. I can see the bumpy, soft texture and I can feel it when I walk on it with bare feet.
The answer is all of the above. By making the element stand out in a spot that attracts the most attention, the eye will naturally be drawn to it,i.e focusing.
