Answer:

The Mayflower Compact.

Explanation:

The Mayflower Compact became the first document of colonial settlement. The Compact was signed in 1620 by 41 men who boarded the Mayflower ship to Virginia.

Mayflower was the ship on which more than hundred people traveled to settle down in the new land of Virginia in 1620. William Bradford, William Brewster, are among those people who were on the boat.

The Compact was a document that drafted the set of rules for self-governace in the new land. The ship was set to land on Virginia which came under the jurisdiction but instead the ship landed in Massachusetts, which did not came under jurisdiction, thus to avoid conflict among people, these rules were drafted.

The Mayflower Compact is the document that can be said to have majority rules as 41 men on the boat signed the Compact to agree with the terms and conditions.
