When a country or a people lives in a situation of oppression and servitude and doesn't have the habit or culture of dealing by themselves with governing and freedom, the results might be catastrophic. Many times, a freed country has a government that is a parody of the former dictatorship that they had.

Considering that the Republics were under a severe domination of a communist dictatorship, it was all new and different for them. They did not know how to deal with freedom and voluntarism, making the correct answer:
