Do take my word with a grain of salt because I'm in high school, but this seems like a good question to me. I believe C and D because the dead fish could be bias against the fishing industry. Fishing isn't always catch and kill and someone who is less knowledgeable or specifically biased against fishing/hunting wouldn't know that there is also catch and release; and the incomes in a state are very hard to average. Take the state of Colorado for example. Denver is a fairly rich city and the average income is likely to be 5 - 6 figures while the front range and many small towns south of Denver are some of the poorest towns in the country, leaving them out of the average. I could be wrong, but I'm fairly sure I'm not.
