=  \frac{3 {a}^{4}  {b}^{2} }{3 {a}^{2} }  +  \frac{6 {a}^{2} }{ 3{a}^{2} }

y = (3/2)x + c

at x = 0 , y= -4

-4 = 0 + c

c = -4

The function is

y = (3/2) x - 4

if x is changed by 2 , the y changes by  +3
