A driver's competence of driving would be determinant in driving because based on it. The drivers would increase the chances of avoiding an accident or experiencing it.

Explanation:

Driving competence is the ability a driver has to drive. His or her problem solving depends on her or his driving intelligence allowing him or her to drive correctly or wrongly. Thus, when problems occur the driving competence would allow them to solve those problems in a relatively correspondent way. Therefore, a driver's competence is responsible for road accidents.

If a driver is drunk, hardly awake, or otherwise incapacitated, then he is not a competent driver. If he is any of the above, the chances of him being the cause of a road accident greatly increases as opposed to another driver who is sober, has had enough sleep, and is not hindered in his job in any way.
