This is how many monarchs like Louis XIV of France tightened his grip on the French Kingdom.  Before his reign, the nobility often disagreed with the central authority of the monarch.  However, with Louis XIV, the monarch wasn't simply a man in a crown, but a ruler appointed by God himself- by extension, the King is God's will.  He became known as the Sun King- they all revolved around <em>him.</em>

Therefore, if you went against the King's will, you go against God's will.

Obviously, this only works in religious countries, which 17th century France certainly was.  On the contrary, in that same time period, The Dutch Republic, which was a leading country in religious tolerance and secularism, had no divine ruler, instead using a federal republican system.
