This Article of Confederation first constitution of America proposed by the Continental Congress. That included the unsettled states in the American Revolution. These states were linked in a loose league of ''friendship policy''.

In this policy, the states cannot be compelled to obey the decision of the Federal government. Also, they have no power to tax. After the revolutionary war, America was affected so much economically. There were problems between the states and the ''armed rebellion'' was rising.

In order to solve all these issues over the country, America needed a stronger and powerful government. But the Founding Fathers of America feared that too much power to the Fed can become tyrannical.

Also, they have to depend on the states for funds. If they overdid then it will leave the Fed without funding itself or resolve the disputes between the states. So they felt that it will be hard to protect the country.
