This is because when including quotes and statistics, it makes more sense to introduce the evidence with the claim you are making. Without the claim first, evidence could mean anything, even when you follow it up with an explanation or comment, you are not truly expressing why you included it. This can cause your readers to be confused and they make not like your work or will perceive it in an opposite view than what you intended. You should always comment an/or explain he evidence after integrating it so that the readers can truly understand what they are looking at.
