 Option choice #1 is describing peace by saying that the Arab and Israeli governments want to destabilize each other. Option choice #2 is showing that Arab and Israeli people are not interested in making peace so the answer is not option choice #2. Option choice #3 talks about the Arab and Israeli governments trying to make peace but failing to do so. Option #4 is talking about how the US is trying to make peace between these 2 groups but are failing to do so because the Arabs are not making concessions.  #3 is the best choice because they are at least trying to make peace. Therefore the correct answer is answer choice #3.
