What inspired him to propose this was the idea on how the Iroquois nation united five different Native-American nations under a single banner into a single union. Nobody supported this but eventually they started supporting the idea.

You would take this to Civil Court.. Civil court is basically any incident that has to do with money... Like small disputes such as the example above or suing someone. Hope this helps:)
