Even though you didn't add the text-- the answer to your question is yes. Yes, WW1 could have been avoidable. It all started with the assassination of Franz Ferdinand, the archduke of Austria-Hungary. If the assassins didn't kill Ferdinand then World War 1 would have never existed.

If people of a certain race were allowed to be searched for absolutely no reason. There would be many boycotts and protests. They would most likely turn violent. Who knows? Anyway, I think eventually it would change because people would make there voices heard.
