The steerage accommodations were considered worst because they caused serious illness among the travelers.

Explanation:

Steerage was used as accommodation in ships for the passengers in the 1990's but it is considered as one of the worst accommodations because of several reasons. Steerage accommodation was the cheapest accommodation. The people of this accommodation were at the bottom of the ship and below the water level. The rooms had to be shared by the passengers and got very bad quality food and had to share washrooms. Also, the steerage accommodations were very dirty with no cleaning maintenance. Due to these conditions, the travelers got ill.
