I lather my hands and scrub them well. This creates friction which lifts dirt, grease, and germs from the skin. Using soap to wash your hands is better than using just water because it lifts particulates and studies show that people tend to scrub their hands more thoroughly when using soap.
I think soap combined with water works the best especially if done for the correct amount of time which is at least 20 seconds. And you should always make sure to dry your hands properly as germs can be easily transferred by wet hands.
