The correct answer is - It is well built and well-organized.

Even though Cortes was not very fond of the people he encountered and fought in Central America, the total opposite can be said about his thoughts of their achievements and he actually admired their architecture and organization. He was on the opinion that the Aztec capital, Tenochtitlan, was a very beautiful city, with very nice architecture, and that it was very well organized.

The just war theory had existed long before it was put into law. When it was put into law, it was done so with the Geneva conventions which had to be signed by countries and if countries did something against it, like kill civilians, they would get punished severely for war crimes and crimes against humanity. This is a key component of both practices.
