Mostly 50% of the population of Florida at that time were slaves. The state of Maryland was a slave state too. Maryland was a strategic place for the Confederates because it was a border state to Washington. During those years of the Civil War what Florida had in common with Maryland was that both states were led by planters with an economic interest in slavery.

In that case, the requirements were that the homesteader, the one filing the claim, be either the head of the household OR twenty-one years old, they had to live only on the designated land, build a home, improve it, and farm the land for five years, and, finally, they had to be a United States citizen that had never taken up arms against America.

The growing of rice, for example, led to most of South Carolina's economic success through the rise of rice milling factories that utilized water power drive pestles. There was also the availability of raw materials and change of attitude towards the development of the industry that led to the growth of these industries in South Carolina. The emergence of these industries further led to urban development and the rise of the population through migrant migration and natural increase due to increased food production. During the civil war, the textile and agricultural factories industry further operated to capacity to supply uniforms and weapons which lead to revenue growth and economic development in South Carolina.
