As taxation was a main conflict between the two sides, the new legislation could not collect taxes, rule as a justice system and there was no one person who was ruling.

This reflected the ideas and experiences of the English colonists that fought for the American independence because they feared a strong Central Government since they believed this would lead to an abuse of power which they experienced with the British Crown.

So as a reflection of that, they gave less power to the Congress which eventually caused a series of problems.
