Try creating a table for each Town and see where their values are the same. I'd write it all out but it would be extremely messy so best to just tell you that you need to make a table organized by snowfall each hour. Hour 1 for Town 1 would start at 5 and then got to 11, etc. Town 2 would start at 6 and at hour 2 be at 8.
Im pretty sure it is 1/12 which if you need that as a fraction so it is unlikley.

Answer:
Two numbers are 38 and 10
Step-by-step explanation:
Let x and y are the two numbers
One number is 18 more than twice the other number.
![y=2x+18](https://tex.z-dn.net/?f=y%3D2x%2B18)
The sum of the numbers is 48.
![x+y=48](https://tex.z-dn.net/?f=x%2By%3D48)
Plug in y =2x+18
![x+2x+18=48](https://tex.z-dn.net/?f=x%2B2x%2B18%3D48)
![3x+18=48](https://tex.z-dn.net/?f=3x%2B18%3D48)
Subtract 18 from both sides
![3x=30](https://tex.z-dn.net/?f=3x%3D30)
divide both sides by 3
x=10
![y=2x+18](https://tex.z-dn.net/?f=y%3D2x%2B18)
![y=2(10)+18=38](https://tex.z-dn.net/?f=y%3D2%2810%29%2B18%3D38)
Two numbers are 38 and 10
