Solution:

Let Total minutes of biking be 'm'.

So we can say that.

Calories burn per minute multiplied by the difference of total minutes and number of minutes he rest is equal to Total calories need to burn.

framing in equation form we get;

10(m-15)=450

Hence the equation  to find the total number of minutes (including rest) that Spencer should plan to be out biking is 10(m-15)=450.

On Solving the above equation we get;

First we will divide both side by 10 we get;

\frac{10(m-15)}{10}=\frac{450}{10}\\\\m-15=45

Now adding both side by 15 we get;

m-15+15=45+15\\\\m=60\ minutes

Hence Spencer should plan for 60 minutes  to be out biking.
