The woman is implying, The other shopper should feel free to take her place in the line.
Although, this could change if it said the woman's tone of voice.

I think it was to show how Mercutio and Benvolio were laughing and slightly mocking the capulets whilst also adding the idea that they always pick the fights and are the antagonists

If you mean “is the statement correct?” kinda thing, then i believe you can’t speak french. you may be able to speak a little bit of french, but i don’t think you’ll be able to speak french fluently.
