Most of the power was in the hands of the state governments, which a lot of people preferred during this time. As they had just broken free from British rule, they were not crazy about the idea of letting the government have power. They wanted to keep the power to themselves, as they did not want the government to abuse their power onto the citizens. This created a weak central government because it gave most of the power to the state governments.
