You are right! It's not obvious what is being presented. Not only that, it does not seem like such diverse material can be presented on 1 graph.

I think the  bars represent rainfall. So in January - April, there is little (if any rain) and November (a small amount) and December (none). January and Feb are showing just a tiny amount. The rain is most heavy in June July and August. September it begins to taper off.

The line running across the top is the temperature. There is very little variation. May  looks like it is the hottest month, but not by much. The temperature seems to have a range of about 75 at the lowest,, and 80 something at the highest.
