In this case, 'r' needs to be bigger than 19. So, basically any number over 19 will work! Even 19.00000000001284247 would work XD

A good way to remember inequalities is this tale:

An alligator is hunting his prey. He looks around, and sees two numbers: 20 and 47. Both are delicious. But, 47 is bigger, a lot bigger.

Well, he ate 47. How do we know?

47>20

You can see him eating 47. Poor 47... 20 ran away 'cuz alligators are scary.

He's even picky! He'll always eat the number that's bigger. Like, wow:

He'll even settle for letters if he knows they're bigger.

4x>2y (he found out from a gossiping 35 that x=3. That makes it 12. A lot bigger and tastier to the alligator.)

We must subtract 3 on both sides (this will cancel out the +3 on the y side).

If you had y-3=4 then you would have to add 3 on both sides to cancel out the -3 on the y side.

If it is division you multiply and vise versa. Just do the opposite to everything on the y side to give y alone and figure out what y is equal to!
