remember order of operations and
x^{-m}= \frac{1}{x^m} so
simplify the exponent first

(-m)^{-3}= \frac{1}{(-m)^3}= \frac{1}{-m^3}
now multiply by n
\frac{n}{-m^3}

n=-24
m=2


\frac{-24}{-2^3}
\frac{-24}{-8}
3

the result is 3
