This can be done a project manager. Then after consideration the decision is made whether to accept or reject this proposal of making a change in a project. This is done by stakeholders. Now if the proposal is approved, then the change in the project is implemented and then again reviewed. A customer or anyone who suggested the change checks if the changes are made as per the requirement. After the review this change process is closed.
